FirstNet - Signed into law on February 22, 2012, the Middle Class Tax Relief and Job Creation Act created the First Responder Network Authority (FirstNet). The law gives FirstNet the mission to build, operate and maintain the first high-speed, nationwide wireless broadband network dedicated to public safety. FirstNet will provide a single interoperable platform for emergency and daily public safety communications.
Iowa's FirstNet Initiative: “Iowa, FirstNet and AT&T have formed an innovative public-private partnership to expand coverage, enhance capacity and launch new devices and applications for first responders,” Lt. Gov. Gregg said. “This network is designed specifically for Iowa’s public safety professionals, by Iowa’s public safety professionals. We wanted our brave men and women to have the best. This solution will help us continue to build a better Iowa by ushering in a new wave of innovation for Iowa’s first responders.”
WISE Pilot (Wifi Internet for School Emergencies) - Allows first responders to connect to a dedicated, private, secure, Wi-Fi connection at a school location and access law enforcement’s critical applications via ICN broadband fiber backbone. The PILOT program involves 3 community High Schools in Iowa - Marshalltown, Martensdale, and Norwalk.

2017 August: The Iowa FirstNet Broadband Committee met with FirstNet and AT&T representatives to discuss FirstNet in Iowa post opt-in to the First Responder Network Authority (FirstNet). Discussion was had on coverage maps, handsets, accessories, tablets, the FirstNet App Ecosystem and FirstNet pricing among other topics.
2016 September: FirstNet Broadband Committee chair Ric Lumbard visits FirstNet lab in Boulder, CO; review tested and approved FirstNet Band 14 devices: FirstNet - Device Testing & Demonstrations
Creates User Group Committee as new ISICSB standing committee to oversee RICs, and create a contact system for important local user-defined design data for FirstNet.
Iowa collects FirstNet data using the MDST and CASM tool, and presents it to the RICs for review.
2015-2016: Creates Regional Interoperability Committees (RICs) in each of Iowa's 6 Homeland Security Regions. Committees used to help develop Iowa's FirstNet needs from a local perspective.
Creates subcommittee to the Technology Committee dedicated to FirstNet in Iowa: FirstNet Broadband Committee.
2014 December - FirstNet Consultation
2014-2015: 99 County outreach program to provide a minimum of 1 FirstNet presentation in each county to public safety stakeholders.
